The China Association for the Development and Application of Pesticides initiated by the Ministry of Agriculture's National Institute of Pesticide Testing was formally established in Beijing on September 24th. More than 600 units from the management, production, operation, use, research, teaching and promotion of pesticides became the first members. Gu Xiulian, vice chairman of the Standing Committee of the National People's Congress, was appointed honorary president and Liu Jian, former minister of the Ministry of Agriculture, served as president.

Fan Xiaojian, the deputy minister of agriculture, proposed that it is not enough to rely solely on the strength of the government to solve some problems that have arisen in the development of domestic pesticides. The establishment of the association is a major measure for the government to use social forces to do a good job in pesticide management.

Fan Xiaojian introduced that the domestic pesticide production has developed rapidly in recent years. At present, there are more than 2,600 designated pesticide production enterprises in China. During the 10th Five-Year Plan period, the annual output of pesticides has increased from 460,000 to 870,000 tons, and annual sales have exceeded 30 billion yuan. The product mix was continuously optimized. The proportion of highly toxic pesticides dropped from 21.8% to 11.8% during the “10th Five-Year Plan” period, and the proportion of environmentally-friendly pesticides rose from 3.1% to 18.1%. The quality and safety of agricultural products have been significantly improved, and the pesticide residue limit standard for agricultural products has increased from 197 limits for 79 pesticides to 478 limits for 136 pesticides. The export of pesticide continued to grow rapidly. During the 10th Five-Year Plan period, the annual export of pesticides increased from 178 thousand tons to 517,000 tons, and the export value increased from 540 million US dollars to 1.67 billion US dollars. Market order gradually improved. At the same time, there are also some problems that cannot be ignored, such as the small scale of enterprises, low quality qualification rate, overall low level of pesticide application, serious vicious competition, increased trade frictions, and lack of effective industry coordination and information exchange mechanisms in the industry. The establishment of the association will become the link between the government and the industry, and bridges the communication between pesticide production, marketing, use, research, teaching, and management.
