Najim Mamayov, the standing committee member of the Economic Policy Committee of the Azerbaijani Parliament, recently stated in public that under the current background of high international oil prices, the revenue of oil development companies is much higher than that of the Azerbaijan government that owns the resources. Namaimadov very much agrees with Russia's taxation on crude oil exports and its recent increase in tax rates. He believes that because of this, since 75% of Russian crude oil export revenue since 1998 can enter the Russian government's account, rather than the developer's pocket. In contrast, in Azerbaijan, Azerbaijan has not imposed a crude oil export tax for 10 years (only a 25% fee is charged on the difference between domestic wholesale prices and international prices), and a large amount of petroleum is taken away by foreign developers. It is reported that the Azerbaijan parliament passed the "Petroleum Law" on 7 January-8, but the related work was subsequently put aside. At the end of last year, the Albanian parliament once again approved the initiation of the "Oil and Gas Law" legislative process. It is expected that this legislative proposal drafted by the Afro-Government Organization will begin its deliberation phase at this year's parliamentary regular meeting.
